I recently picked this up, it can from Art Martha’s collection and can't find another one like it. All that I've seen have the lanyard ring, Chad mentions one in R.E.N.E. with a S/N 154-20661, this one is later 159-95724. It does have an RCA certificate, any information would be appreciated as you know (especially Ron) there's limited information about these odd double-actions.

You might contact RCA to see if they can give you any info. It may very well be from an overrun of a contract that was sold to RCA to sell to the members at that time. I was not an RCA member then (1984), I was stationed at Grissom AFB, IN and hadn't really gotten heavily into Rugers yet.
It will be interesting to see what can be found out about it.

You're right Ron, I do believe it was part of the overrun. I have a copy of the RCA Bulletin #21 that was from when they were offering them. It offers two different models, the SDA-384L and SDA-382L and fewer than 250 of each model, if I remember correctly you have both of them in your display. The main difference on this one is the absence of the lanyard ring and from what I've seen the SDA-384Ls that I've seen fall in the 161-35XXX to 36XXX range where this one is in the 159- range. I will have to contact the RCA and letter it from Ruger, which I expect will say it was sent to the RCA.
