The only thing I'm coming up with so far is that Joyce Hornady was the founder of Hornady Ammunition.
He died in a plan crash on 1/15/81 at Lake Pontchartrain in Louisiana. A memorial for the 40th Anniversary of his passing?
Looks like 250 of each were produced.

From Jason at Lipsey's...

"Yes, these were built for Larry’s Pistol & Pawn in Huntsville, AL. Larry’s puts on one of the larger if not largest Ruger promotions each spring. These were orderedfor 2019 as a Ruger & Hornady (Joyce Hornady) commemorative. 70 Years for both companies. The promo was going to feature both companies with Steve Hornady and Chris Killoy attending. The promo was supposed to happen early 2020, but got cancelled due toCOVID. It was 250 guns of each SKU."

Seems like Larry's will be a good one to follow for new Ruger offerings.

I called Larry's this afternoon to inquire and they still have several pairs available if anybody interested, seem like good folks, offered to let me pick SN of what they still had.

I was in Larry's last week and didn't even look at the Wranglers, I'll have to pay more attention. I did however pick up this Altamont stocked 10/22, it has a 20" barrel with no sights which is something you rarely see on a 10/22 - I like it.
