So ... 
If I view the photo with say preview on my mac it displays correctly (well as way you want to see it) but if you bring it up in some kind of real photo editor vs a displayer it is sideways.
Now why does the preview does it look sideways but when you click it it looks right, that's actually two different "programs" displaying it that have made different choice on using some magic data in the image to get the orientation changed.
Why wouldn't the phpBB do this as well, I think it depends on what it calls to do it and maybe this is "tunable" I don't know but will look.
If you want to see what I mean AND you want to see a darn good free photo editor running on the web try this.
