A-TEAM HANDGUARD ON MINI-14

This came on a stainless mini folder I came across. The serial # 186-88xxx and is marked "restricted law enforcement..."
This gun was suppose to have spent a great deal of time in a Washington State Troopers car and this handguard looks like it was with it.
Could this have come from a distributer? I haven't seen a pic of a factory gun coming with one of these.
