Buckle Question

Need a little help nailing down some info on this buckle. I have searched and am pretty sure it's for NHL Chicago Blackhawks but can not nail down the "Fisher Chapter" or what the number 1 or the star denote.

I have been informed by a member on RF site that the buckle is definitely NOT affiliated with the NHL Chicago Blackhawk's .
It maybe affiliated with a Northern Illinois church group. Hell I might have to give up being a Free Will Baptist !!
