Noticed that too, my revolver #2905 also has the HAWKEYE base.
They are extremely hard to find IMO.

Beleive the maker/supplier was Bushnell aka Bushnell Phantom scopes

yes, as Hawkeye 28 said, Bushnell made the base and Phantom scope.
But both of those were not "made for Ruger" per se.
